Two Nicotine-Pouch Cans Say 6 mg. Exposure May Still Differ.
ZYN and VELO can put the same number on the lid without establishing equivalent exposure. The missing context is the unit, pouch design and use instructions.

Put a can of ZYN 6 mg beside a can of VELO Plus 6 mg. The large number looks like the useful part. Both brands’ US documentation identifies that number as nicotine in each pouch, so the first comparison is straightforward: each pouch is loaded with 6 mg of nicotine.
That is where the certainty ends.
The labels state how much nicotine went into a pouch, not how much will enter a person’s bloodstream, how quickly it may arrive or how the experience will compare across formulas. A familiar number creates the appearance of a standard dose without providing one. The can has borrowed the visual authority of a measurement while withholding much of the context needed to interpret it.
This is not a technicality. It is the central problem with comparing nicotine-pouch strengths across brands.
First, find out what the number measures
On official US product pages, ZYN describes its strengths in milligrams per pouch. VELO Plus also presents nicotine content per pouch. The on! range uses the same unit in its product documentation, with each named strength referring to the nicotine contained in one pouch.
Rogue likewise identifies nicotine by the pouch.
That sounds standardized. It is not universal.
Pouches sold through other markets and cross-border retailers may instead show milligrams per gram, written as mg/g. That measures nicotine concentration by the weight of the pouch material, rather than the nicotine in one complete pouch. To convert it, multiply the mg/g figure by the weight of one pouch in grams. If the manufacturer does not disclose pouch weight, the prominent number cannot be converted reliably from the label alone.
A hypothetical pouch labeled 12 mg/g and weighing half a gram contains 6 mg of nicotine. Another pouch labeled 12 mg/g but weighing three-quarters of a gram contains 9 mg. Same concentration. Different amount per pouch.
Then there are dots, bars and words such as regular, strong or extra strong. These are ordinal scales, meaning they rank products within a brand’s own lineup without supplying a shared unit. Four dots from one company do not equal four dots from another. They may not even preserve a fixed mathematical step between products from the same company.
Return to the two 6 mg cans. At least the ZYN and VELO Plus figures share a unit. A shopper has cleared the first trap, which is better than nothing, but the front label still supports only one narrow statement: the pouches contain the same stated quantity of nicotine before use.
Content is not absorbed exposure
Absorbed dose means the amount of a substance that reaches the bloodstream. A pouch’s labeled nicotine content sets an upper boundary for what is available in the product, but it does not say that all 6 mg will leave the pouch or be absorbed through the mouth.
Nicotine moves out of the filling after the pouch becomes wet. Some crosses the oral lining. Some remains in the pouch. Some mixes with saliva and is swallowed, which changes its route through the body.
The proportions depend on the product and the conditions of use, neither of which can be reconstructed from the large number on the lid.
Formulation matters. Product pH affects the share of nicotine in a form that crosses biological membranes more readily. Moisture affects how quickly ingredients dissolve. Pouch material, particle size, flavoring and the physical fit against the gum can also change release.
Brands may describe some of these qualities in product copy, usually with words such as soft, slim, dry or moist, but those terms do not create a common performance test.
Contact time adds another variable. Official use pages tell consumers where to place a pouch and provide a suggested or maximum period of use, yet those instructions vary by brand and product. They describe intended use, not a promise that two pouches kept in place for the same number of minutes will release nicotine at the same rate.
This distinction is easy to flatten online. A comparison chart copies the number, sorts from low to high and calls the job finished. The chart has ranked labeled content. It has not ranked speed, peak blood concentration or total absorbed nicotine, because the packaging does not supply those measurements and brand marketing language cannot substitute for independent pharmacokinetic testing, which tracks how a drug moves through the body.
The ZYN 6 mg and VELO Plus 6 mg cans remain tied on paper. The tie is narrower than it looks.
The can total is a different number again
Pouch count changes the amount of nicotine sold in the whole package. A can with more pouches contains more total nicotine than a can with fewer pouches when their per-pouch strength is equal. That package total may matter for storage, accidental exposure and understanding how much product is present, but it is not the strength of one pouch.
This is where the word serving causes trouble. Nicotine pouches are not food, and a pouch count is not a dosing schedule. One pouch is the unit brands use for their per-pouch content statement. The can does not establish a safe daily quantity, while a front-facing number should not be multiplied or divided into a personal regimen.
The packaging rarely makes these distinctions with the bluntness they deserve. The strength number sells the position of the product in a range. The pouch count sells quantity. Net weight satisfies another kind of disclosure.
All three can be accurate while answering different questions, and a quick glance encourages the buyer to treat them as one coherent scale.

The warning does not finish the comparison
US nicotine-pouch packaging carries the warning that the product contains nicotine and that nicotine is an addictive chemical. Brand sites also use age restrictions and may include additional statements about who should not use nicotine products, possible effects and keeping pouches away from children and pets.
Those warnings matter. They do not decode strength.
The federal addiction warning is categorical: nicotine is present and addictive. It does not distinguish 3 mg from 6 mg, explain per-pouch versus per-gram labeling or indicate how formulation changes delivery. Age gates establish who may legally access the commercial site or product. They are not biological thresholds and should not be read as evidence that a product is low-risk for every adult above that line.
The result is a lopsided label. The legal warning is standardized enough to look familiar across cans, while the information needed for a clean product comparison remains split among the lid, side panel, FAQ and use instructions. That arrangement works well for a brand portfolio, where a shopper is meant to move up or down an internal strength ladder. It works less well when the shopper changes brands or encounters imported stock.
US cans do not share a nicotine equivalent of the standardized Nutrition Facts panel. Companies can state real measurements while emphasizing different units, internal strength symbols and sensory language. The burden of translation lands on the person holding the can.
How to read the label without inventing equivalence
Start with the unit beside the number. “Mg per pouch” can be compared with “mg per pouch” as loaded nicotine content. “Mg/g” requires the weight of an individual pouch before it can be converted. Dots and verbal tiers cannot be converted unless the brand separately discloses a numerical amount.
Keep pouch strength, pouch count and net weight in separate columns, even if the package design tries to merge them into one impression. The first describes stated nicotine in one pouch when that is the declared unit. The second tells you how many pouches are present. The third describes the weight of the contents and becomes useful when a concentration must be translated.
Next, read the official instructions and warning language for that exact product, not a different strength from the same brand and not a retailer’s rewritten listing. Retail pages can truncate units, preserve old packaging language or turn a brand’s strength tier into a numerical filter that appears more objective than the source material.
What remains unknown should stay unknown. Without comparable release and absorption data, two 6 mg pouches cannot be declared pharmacologically equivalent from their cans. One may feel stronger, faster or more irritating, but sensation is not a calibrated nicotine meter either. Flavor intensity and gum irritation can shape perception without revealing the amount that reached the bloodstream.
